Sri Lanka Power Crisis: PUCSL Warns of Potential Blackouts Due to Poor Quality Coal (2026)

Sri Lanka's power supply is under threat due to low-quality coal, according to a recent report by the Public Utilities Commission of Sri Lanka (PUCSL). This revelation has sparked concerns about potential power cuts, especially during peak demand periods.

But here's the critical part: The analysis, based on CEB's peak demand forecast for February 2026, indicates that the power supply could be compromised. The report highlights the impact of inferior coal quality, stating, 'The risk of disrupting the continuous power supply was assessed...'.

The report's findings are as follows: Scheduled maintenance, as outlined by CEB, was factored into the analysis. This includes maintenance on LVPS units and several power plants during April, May, June, and July. During these months, if the power demand reaches specific thresholds (3030MW, 3070MW, and 3000MW), there's a risk of a capacity shortage, even under normal conditions. The highest recorded night peak demand in 2026 was 2949MW on February 25th.

And the situation gets more challenging: If a coal unit or major power plant becomes unavailable, the risk of a generation capacity shortage escalates, particularly in April, June, and July. Moreover, if the Lak Vijaya Power Stations' generation capacity requires further reduction for safety, the shortage risk intensifies.

A technical insight: The report also mentions that high ash content and exceeding steam temperature limits can lead to equipment wear and overheating in the boiler system.
